Query Numerical and Text

I'm having a bit of trouble with the following:

I am trying to query, or write an expression that give me this result from two tables:

If [Status] = Completed then count like values in [Completed Quarter] and Compare that sum with the [Frequency per Quarter].

So if I have 30 completed surveys in Quarter 1, it will match 30 against the 60 needed and return to me a 50% value.
