How to put a background on a form

I have already made a form and it works perfectly now all i need is a back ground, what happening now is that the image is blocking everything, how do i send it to the back so to speak

Put the object you want to send to the back on focus and in design view. Goto forms design tools at the ribbon and select Arrange. Select "Send to Back" from the ribbon

I don't have a copy of Access 2003 in front of me. However, I believe the same command is available in the menu under format
