Question PDF used in Access Report

I have govt forms that have to be filed. The form has to be exactly the same as the adobe pdf form that they use on their site. I have a stand alones for each of the forms that I need.

How do I create an access report that looks exactly like the pdf, but has the information from the records that I choose filled in. I tried coping the pdf to the report form, didnt' work. I tried scanning and overlaying fields, but that didn't work either.

I'm sure the anser is out there somewhere. Can you help?

    Thanks -
