Tabs for Active Records on a Form

Is there a way to display tabs that are visible that link to all active records (defined by a checkbox for a field named "Delivered" being unchecked)? I'd like my dispatcher to be able to see all open records at a glance at the bottom of a dispatch log form.

What do you mean by tabs? If you mean with a tab control, showing a varying number of tabs would be tricky. It's not hard to show/hide tabs, but presumably you'd want different info on each, dynamically changing. Doable, but tricky. It would be pretty simple to have a subform or listbox that displayed open records.
