missing commands and options dialog box

I am using access 2007 creating a 2003 adp (business requirements). I created 3 charts and all was working fine. Now two of them will not display the commands and options box so i can no longer make changes on them in design view. It will pop up in Form view, but any changes made don't carry over to design. One of three charts is still allowing this dialog box to pop up in design. I can't find anything on the internet about this. Does anyone have any ideas? Thanks in advance

I found the problem - user error. When they were first created i had them set to visible. But the req needed that to be disabled until the user called the chart so i set visible = false. Once i set it back to visible = true all commands came back into view in design view. Not sure the reasoning behind this - just thought i'd post back in case someone else saw this too.
