I have a new client who supplied both MBD and PBD files along with app Paper Trails.
Where can I find more about this app, as when it opens it will not connect to data, even though the path is correct.

What is a PDB file? Are you opening the MDB while holding down a <SHIFT> key?
The MDB file contains no records. as I am new to Access, should there be records or are those housed in a different file? All I see in Access is tables, font specs, etc.
The customer sent an app, Paper Trails along with the PDB file and the MDB file. Any suggestions on how to open are welcomed.

I am not sure. When I try to connect to the Paper Trails I get the error message
ODBC Microsoft Access Driver Login Failed.

Does this application have any documentation? This does not appear to be a standard Access application.
I received no documentation. And cannot locate anything on Paper Trails Software on Google. Guess I will see if customer knows more.

There should be a papertrails.mdb in the papertrails.zip folder. That is the empty database. If you edit that bat file and point to where the file is stored it should work.
