Query to include all categories from two tables and data table

Hi Guys, any help with this would be much appreciated,


I have a table of people, table of categories, table of data with people ID and sum per category.
Some people do not have data in all categories.
I need to create a report with page per person with all categories even if the value is null or zero.
I have tried to create a union query but it still ignores empty categories per person.
