Try just removing the part referring to onedrive.
c:\users\rkuhl\Documents\Access Files\
If you have properly removed onedrive from your system, go to that onedrive folder and it should be empty. Delete It.

If you have a Temp folder put them in there in a subfolder, then relink, purely as a test.
If you do not have a temp folder create one and the subfolder for those files. Even try just one as a test.
Onedrive will not interfere with a Temp file.
Sounds to me that they are still linked to Onedrive.
I have never used it, so have little knowledge of it, but just wondering if it is like the Documents shortcut?
