Another revelation just this morning that "might" shed some light on what was happening on the Office 2007 system. Like mine, my wife's Win 10 Pro machine also has Office 2003 Pro. I just discovered, as she attempted to open one of her Excel password protected files, that there was a message similar to the one with my original post here. I was able to simply acknowledge the warning and move on to the opening of the file. With that, I looked to see if there was an Office "Add-on" installed on her machine and yes indeed there was. I uninstalled the "Add-on" and the warning message with Excel went away. It must be that Win 10 updates includes the installation of an "Office file validation Add-on".
I have 6 Access apps installed on her machine but most of them run from the source mdb front-end rather than the corresponding mde. I won't bother here to explain "why" she runs from the source mdb front-end. None of those apps have issued the "Not a valid Win 32 Application". I will monitor her system from time-to-time to see if the "Add-on" gets re-installed by Win 10 updates. I don't know why I've not seen the same thing on my Win 10 Pro machine?
