I made a copy database with only one table and stripped the table of all but the most relevant information. I got this error message when trying to upload it. Its file size is 372kb. I don't know what the error message means.

So, at this point, maybe it would be good if I reiterated my problem/goal:
Goal: To create reports organized by year -- a separate report by each year. The year is reflected in the grant number ID: ie; 04_375, with the first two digits indicating the year.
Problem: When I write the query I'm not getting all the records for each year. When I go back and compare the query against the original table, records are missing within each year.
Even though it defies the normalization rules, I tried creating an additional field indicating just the year: ie, 2006, 2007, etc. I still had the same problem.

So I made a separate query for 2004, 2005, and 2006
They seem to be returning all the grant IDs within those years.
