User no longer can login

I have regular email correspondence with an individual in India. He is a member of this forum, but can no longer login with his credentials or, trying to get around that, make a new account. The error is "FORBIDDEN - You don't have permission to access /login.php on this server". He has tried both Edge and Chrome. His username is aamer.
Anyone have any ideas?

i have old account and have same problem.
somehow, the site is blocking my old account (and my ip
i guess because i created new account and still received same
FORBIDDEN message). therefore i used VPN to access this site.

It's only about IPs, not accounts. We blocked many IPs to stop spams in the old days, but we haven't added new IPs for a long time.

I assure you I am not a spammer, so maybe inform the user of the IP before
taking a step without notice. also same if you think the account was hacked or
the password compromised, inform the user to change the password for possible attack.

that is what I get notifications from the other forums when somebody attacked/hack my account.
