Page headers on sub reports

I have an Access report that contains two sub reports. Since there are multiple pages of data, I need the page headers of the sub reports on each page. I did insert a page break between the two sub reports hoping that would solve my issue to no avail. What am I missing?

dont put sub Rpt page headers in the page header (yes, counter-intuitive)
put them at the top of an outer group. Then it shows in the sub Rpt.
