Correct way to import Excel spreadsheet with both Row and Column Headings

I'm very new to Access so please bear with me. I have a huge Excel spreadsheet that I want to import into Access. The spreadsheet has both row headers and column headers. Basically its a spreadsheet that has employee names in the column headings and then appointment types in the row headings

In the actual cells are the employees preferences for each appointment

What would be the correct way to import this into Access?

The design that comes to mind for me is a table with 3 fields (plus an autonumber key field):

Employee (an ID rather than a name, from an "Employees" table)
Appointment type (same, an ID from a table for types)
Preference
