    Or put the instructions in a table, bind control to that field, format control to look like a label, lock or disable control. * as bullet much simpler and practically identical to bullet point you're trying to use.

    You can certainly enter plain text on a form label in design view.
    However you specifically want rich text for which the formatting code is hidden behind the scenes.
    It can't be done in design view but nor can plain text be entered directly into a textbox in design view

    Labels do not support rich text so captions can only be formatted 'as a whole'
