In Design view do some minor edit such as moving or resizing a control a smidgen. Switch to Form view, resize, close and should get "do you want to save".
How to attach file: http://www.accessforums.net/showthread.php?t=70301 To provide db: copy, remove confidential data, run compact & repair, zip w/Windows Compression.
That sequence produced the desired results, both in the TestDB and the DB under development from which the form and table were copied.
In my previous levels of Access I never had to do anything other than size forms by dragging their boarders, I have no idea what changed in that regard advancing to A2013?
Thanks June,

It is bizarre. I opened file in 2010. Did not have to do this sequence in my db.

I tried the methods I'd described before - no luck
I didn't move any controls on the form but fixed it a different way -:
Set Popup = No ; changed from tabbed documents to overlapping windows (both were necessary for me)
Restarted - reduced height in design view & saved.
Set Popup = Yes & changed back to tabbed documents (though of course that's irrelevant for a popup form)
Restarted - now OK!
Doncha' just love access!
