After the form is submitted and I reopen the form the values in the text boxes 'call out fee' and 'hrs billed' is lost and defaults to 0 (which ive set).

How to set it so that the values are remembered when I reopen the form?

Yes, you will have a way to select a record from the record source, maybe a combobox whereby the user can make a selection based on the primary key value. You will then filter the form using the entered value and the fields will be populated from the record source.
