Picture referencing has stopped working

I'm suddenly getting the following error when opening Switchboard that has a picture background. This is a very old 2003 app that hasn't been changed in many moons. Once by this error, other places in the app where images are being referenced are also failing.



I can't be certain, but it seems to have started with the installation of Win 10 1703.

The load it into Paint,save as .bmp and replace it.
