Navigation Bar issue

For some reason my navigation bar is acting up. I cannot expand or shrink it.



I have attached a snip of what the bar looks like. How can I restore normal function? I have tried to close and open the file to no avail. I cant seem to find s switch or something to correct the problem.

It seems to be working now, I don't know what happened but for some reason it would not allow me to pick the bar to drag the width.
