Printing report on 8.5 by 5.5 stock

I've spent a day trying to get this to work with no luck. I redesigned the report as a label which does work printing two "labels" on an 8.5 x 11 page but this does not allow for proper formatting and pages are in the wrong order after I separate them.

If it is possible, I would appreciate some guidance.

not following. at the report's 5.5 depth - put in a page break control? then nothing beneath - pull up the bottom frame of the design to just under the page break?
