problem of new pages

Hello you guys nice day.
I have a report based on a query, in this query are no addresses for students (city).
I have a problem which is when you show me the report shows students' addresses sequentially in a single sheet.
What I want is, for example, students who live in the city (a) the number up to the middle of the paper, I do not want students to supplement the city Information (b) on the same page, I want to access lists of who opens a new page for the city (b).

What do you mean by 'no' addresses?

Use report grouping. Set up grouping on Region and City. Set it to force a new page after each City group.

Select the group section and set ForceNewPage property.
