Can't get Form to Open In Front of Access

I have my Db set up to not show the Access Main window - see snip. Click image for larger version.

ID:	22213 I have a form created that will not open in front of the previous "dashboard" window. It opens up behind on the Access Window in a small pane in the upper left corner - see snip. Click image for larger version.

ID:	22212I have the form set for PopUp, I also can get it full screen by setting the DoCmd.Maximize but still opens behind ... I would like for the form to open over the desktop. I have several other reports that work fine. What am I missing any suggestions?

Rather than using Pop-Up property, why not hide the Navigation Pane and Tabs via options? You can hide the Ribbon with a small amount of VBA.
