Query design ribbon does not appear

I have a query which links to ODBC tables on a SQL server. When I open the query in design mode, the ribbon does not change to the design ribbon but instead stays on the Home ribbon with all buttons disabled. Why is this?

I don't know the reason. Couple things could resolve the issue from research.

    1) Did Access got an update and your computer did not get a restart?
    2) Did you try to repair your Access from the install disk?

This appears to be a bug in Access 2010. The correct ribbon can be recovered by clicking on the 'File' tab, then back on the 'Home' tab. Weird.
