How to set overall report height?

I made a simple form that launches a report in Report View as a popup window. Everything looks great, except when the report opens, there is a ton of extra white space under the actual report. The width is correct, but the height is about 2x too much. I have searched everywhere and cannot find a solution for what should be an easy setting. What am I missing?

The paper size assigned in the report. If you want less space, use smaller paper.

Do you mean Page Size in the Page Setup tab? No matter what I select here the report is the same size. Keep in mind I am in report view, not print preview.

Also forgot to mention I am in Access 2010.
