I am not aware of a template, have you done a search? If you are looking for an application solution I would consider Microsoft Project. Access is a development tool and I do not consider Access templates or even sample DB's to be consumer solutions.

Access is very capable of being a Project Management tool. There is always the choice of whether a pre-made application exists (whether it be a free 'template' or sold as a package) that is a more cost effective approach than designing one's own using Access.
