What is interesting about your design view screenshot is that it has the appearance of a tabbed window vs. overlapping window setting. In 2010, when using the Overlapping Windows setting, I do not see a tab in design view. Perhaps this is evidence of a bug with 2013. Perhaps 2013 design view does not recognize all of the historic options of Overlapping Windows.
You're probably on to something there. The problem is that I see no options for tabbed vs overlapping window. Perhaps I missed something somewhere? Also the example I posted above wasn't a 2010 project moved to 2013, it was created in 2013 from scratch in like 10s. So, if there is an issue like you mention, 2013 is REALLY broken.
Sorry been a while. Played around with all that you suggested and still none of it worked properly. Granted some of the properties worked in Overlapped Windows that didn't in Tabbed mode, but many of the same problems still exist. Access 2013 is simply broken. As a programmer I would be ashamed to release a program in this state, and for Microsoft to consider this one of their 'flagship' products is just ridiculous.
