The Keep Together property of the Header Section

I have the Header Section selected. I have a section called January with 2 rows. These two rows are split up at the bottom of a page 3 (the 2nd row carries over to the next page) when Keep Together = No. So far this makes sense. When I change Keep Together = Yes, January with its 2 rows both start at the top of page 4. This also makes sense.

However, when Keep Together = Yes is still enabled, at the bottom of Page 4, I have a section heading called August. The first two rows of August are shown at the bottom of page 4, but the third and final row carries over to the top of page 5.

Here is my question. When I set Keep Together = Yes, all rows in the January section are kept together which is what I would expect. But why doesn't this also work for August when Keep Together is still set to Yes?

Are the results that return August part of the Header or a separate section such as a Detail or Footer? I think Headers and Footers will always be the size you set in design view, no option for Can Grow

I can't replicate what I did. Oh well. Thank you for your reply.
