    Alternat method

    I had exactly the same problem and found this simple work around
    Press the Alt key to bring up the keyboard shortcuts.
    type JF for Format
    then O for conditional Formatting and the formatting window opens.

    I had the same issue and discovered that the conditional formatting dialog won't drop down unless the ribbon is "pinned" to stay open. When you click on "Format" at the top and your selections drop down, click on the little pushpin at the far right to have the ribbon stay in view. Then it should work!

    I'm seeing the same issue when attempting to modify conditional formatting on reports that were previously set up with conditional formatting rules -- the button is not grayed out, but clicking it does not produce the usual dialog box. I've tried rebooting and using several other reports with conditional formatting, and nothing is working! Running Access 2013 32-bit (15.0.4551.1006) as part of Microsoft Office Professional Plus 2013 installation on Dell Latitude E6430 running Windows 7 Professional 64-bit (6.1.7601, Service Pack 1). Ah, just saw posting that says ribbon must be pinned open for it to work -- problem solved!

    I found that although the Rules Manager dialog would not display when trying to access it via the FORMAT - Conditional Formatting ribbon item, if I right-clicked on the field, I could select Conditional Formatting from there and the Rules Manager dialog did display.

    It's a stupid/silly bug in Access (2013). Just keep the Ribbon pinned. When the ribbon is minimized, the button just dont respond. This also happends with some other buttons on the ribbon.

    Hopes this was helping you narrow this problem down.
