Tabular Form with new entry at the top instead of bottom?

I have designed a tabular form to be exactly how I would like it, however adding a new entry is at the bottom of the list of data.

I am wondering if it is possible to have it be displayed at the top of the form, and then any related data displayed afterwards?

To help illustrate my point I have included a screenshot of how data is currently being displayed. In this screenshot you will notice 4 entries (in ascending order based on 'PurchaseID'), and then the 5th being the option to add a new entry. I would like it to be the other way around if this is possible? IE the 1st option is the ability to add a new entry, and then 2nd-5th are the current entries in ascending order based on 'PurchaseID'.

Thank you in advance for taking the time to read my question, and any assistance you are able to provide.

That'll work well enough, good thinking!! Amazing what happens when you think outside the box a little.

Thank you for the link! I really appreciate the help!
