What controls Layout View?

I am trying to implement a navigation form into my current form. I can insert it no problem but I can not add any controls to it via drag and drop forms because layout view is not an option. Layout view is enabled and works on new forms.

What should I be looking at on my current form as the culprit stopping layout view from being an option? Currently using 2016.
