I want to group by REFID's as shown.
In particular, you will see that the reason I have multiple REFID's is because I have multiple combinations of Agencies (and again) for a field called Entities.
How would I group these REFID's together? In total, I think I should have about 47 records and not 182.

Build a report. Use report Grouping & Sorting features.

Unless you tell us what you tried, can't advise what to do different.
If you want to provide db for analysis, follow instructions at bottom of my post.
