Creating web application locally on my computer

I do not have full time internet so I cannot sign in to office 365. I like to know for creating web application locally on my computer what software I have to install and how?


What are the prerequisites?
There is special procedure for installing software's? Any explanation and address of some information or article on the net will be very helpful for me.
