You might have child record without parent record. See this link. Hope this helps.

I'm guessing you filled the tables with data already. Could you provide the database or the tables' data in an Excel spreadsheet along with the field information (data type) ? This would help us assist you in solving your problem.
If you cannot, I would suggest running a 'Find Unmatched Query' on the two tables to find records that are unrelated.
To do this open your Access DB, go to the Create Tab in the ribbon, click the query wizard, and select 'Find Unmatched Query.' This may be slightly different in Access 2010 as I use Access 2007.
