Debugger Not Working

I am trying to step debug some code. I have placed the cursor at the beginning of the section to debug. When I press F8, nothing happens. It does not highlight the next line or anything. Am I doing something wrong. Additionally, it does not work if I select the Step Debug in the menu.

These would be great IF the debugger was working at all. It is not. I have read and tried the tips mentioned above, and it does nothing. Other suggestions?
