Getting report to be displayed in front of Menu?

Not sure if this comes under Forms or reports.

I have a Menu (form) with buttons that open reports in print preview format.

It allows the user to select pre-designed Tickets (report).
It works however the Report is displayed behind the Menu (form) not in front.

How do I get the report to be displayed in front of the Menu in Print Preview layout?
