Will the multi-user concurrency control features of Access work properly if I put an Access database on Google Drive and allow multiple users to use the database concurrently? Thanks.

short answer no.
each user will end up having their own copy and only the last one to save will have their records saved.
Access can;t be used by multipel users at teh same time with any file sharing/syncing services (google, drop, dropbox, surgarsync, etc.).
Sharing an Access databes only work reliable on LAN.
Yo could use a remote SQL server and link to the tables.
