To answer the first question, yes you can. However, you can push one end of a wet rope up a hill too, but most people would not attempt it.
Since database normalization is of the utmost importance, the sensible thing is to create as many of the necessary tables and queries up front as is possible. Getting the foundation right will save you a ton of headaches later, so if you don't know what I mean by normalization, do yourself a big favour and research it before getting deeper.
