Is activation required for Access 2010 that is never connected to internet etc

If my elderly uncle uses a newly installed, genuine copy of Microsoft Access 2010 on a new laptop, will the request to "activate" Access kick in at some point, even if he does not bother to ever connect his laptop up to the internet?

I think he still has his CD for Access 2007, which he has only used with his old computer, so same question as above for Access 2007:

If he loads this onto his new laptop, will he have to activate it if he remains unconnected to internet?

His plan is to carry on with regularly running an Access database programme for a charity but on his new laptop and temporarily use his old computer for the internet until he has the time to connect up the new computer.

    Thanks

    Mike
