I am new to access databases and I am in doubt whether the following base is in third normal form Can anyone help me?

I see 2 things that could be issues.
1. in the Incident table, the reported_by field. That would need to have it's own table.
2. Does the Mobile_Data table have anything to do with the rest? It's lonely.

Outside of that, looks pretty good to me.
