you can adjust the section height and paper height to fit 4 record in each page.

the idea is to separate the page layout to 4 area an repeat the first design in each one for each record.

I could not see you picture. But I think you meant that you want to put more than 1 record in one row, right?
maybe you can try to place subreports side by side, modify the data source to make the subreports have right records.
I think that weekend's method would work, with the additional step of setting up 2 columns in Page Setup. In your detail section, you would only see one instance of the label. The column setup would repeat one across, and the detail section repeating would get the second line. As weekend suggested, you can adjust the detail section and paper to get 4/page, or creating a labels report would work.
Weekend, the picture is like 4 labels, 2 rows and 2 across.
