    Random excessive vertical spacing in report

    I have 18 groups in my report. Anywhere between 1 and 9 recrds in each group. Display only once for those that are similar. For those groups with more records the virtical spacing is increased proportionally to the number in each group. This leaves blank unnecessary spaces throughout the report. What causes this?
