Short answer to both - No
It can however, run on a Citrix or similar remote desktop environment - which can be run through a browser if set up correctly.

Just to elaborate...
1. No. You could convert your app to a web application using Minty's suggestion, or discard Access and make a web application without it so you have an app on a browser. Keep in mind that Access can also run a browser using its web browser control. Also remember that Access can make http requests and get data from that.
2. Consider teamviewer or anydesk, two popular programs to let you control another computer remotely. Technically, any app can be run using them, because you're getting a video stream of another computer, so, the answer to question 2 is yes, with the advantages and limitations of controlling a computer remotely.
We used to access Access within a browser for this db.
