Why does Form "frame" look different on two different machines

Not a end of the world kind of issue, but it is annoying that I get a form to look exactly like I want it to look like, and when I go to use it on another machine it looks different. I'm referring to the "frame" surrounding the form in question. I have attached what it looks like on my Windows 7 Machine (first image) and when I go to run it on my Windows 10 (though I have modified things so it looks and acts like Windows 7 as I hate Windows 10 and the way it looks and functions, but had no choice as this machine won't run Windows 7) it looks like the second image. Any ideas how to get the two to look the same? What am I missing here?

    Thanks.

Notice the blue "border/frame above" around form.

    No distinctive border/frame around form.

I guess settings to "run like 7" are less than perfect. No idea if can be corrected.

Do you think it's Windows 10 (running like Win 7) that is the problem ,and not something internal with Access?

Unless you have another machine with same settings to test on, hard to confirm, but that is my guess.

Every version of Windows changes the appearance of objects.
For example the rounded corners and clearly defined header and borders in Win7 being replaced by much simpler designs and no rounding of corners in Win 10
Win 11 has rounded corners again!
Ideally each version would give you a choice!
