I have created a button in the Form header but this is not showing.

A Datasheet view applies to the whole form, not just the detail section. You would need to change the view to a continuous form to see the header section

Can I then double-click a record on the datasheet and it opens another continuous form related to notes for that specific row, where I can view previous notes and add new notes?
Any ideas as to how I might do this? Open a form via code, which I can do but I do not know what the code is for view and add new notes.
Can double click in record selector area on left side of form.
Apply filter criteria such as:
DoCmd.OpenForm "formname", , , "ID=" & Me.ID
