Unless it's modal (e.g. always retains the focus until it's closed) I don't think that is possible.
Pop up forms can always have another pop up on top of them so that won't solve your issue.
The other route would be to make your "lower forms" actually sub forms on a main tabbed form, this would allow you to keep the main data on the main form and the (Assuming it is related) related data on the sub forms.

If the first form is always on top, how are you entering/viewing data on other forms?

My question also! We get questions frequently about keeping a Form in the background...all the time...but on top?
