You're talking about a hard drive image (aka iso or backup), not an image as in picture (jpg,png,bmp) right?

No I mean like a jpg from my hard drive. Trying to add an image file by using the image attachment button presents a dialog which seems to accept only a URL. I don't get that. Knowing the Web address of a page wouldn't identify the image itself AFAIK.
You can upload the file to e.g. Dropbox and then use the Dropbox url link.
Seems like a convoluted method when the file is on your local drive. I mean, you can add a whole db from your drive in a thread post without resorting to that. Why not an image from your local drive for a simple PM?

Sorry, PM can't have attachments. If you need to send images in PM, you would have to upload the images somewhere first, then embed the uploaded images or links in your PM. You can upload to your album on this forum or any 3rd party image hosting sites such as tinypic, photobucket, etc.
Maybe I'll give that a try. But honestly it's kinda dumb. At the very least, one should be able to after say, 3,000 posts ☺. Would be kind of like a token of appreciation for some level of contribution.
It's not a forum setting, the forum software doesn't support PM attachment at all.
