One way would be to put field labels in the page header, ten across on one row, then ten across on another row underneath the first, slightly indenting the second row. Then in the detail section orient 2 rows of text boxes and align the first row with the controls of the first row of labels; the second with the second row of labels. You could put the labels in the section header if there is one, but they would repeat for each section that's repeated. I assume you've already dismissed the ideas of orienting the page as landscape and/or printing on legal size paper.
