Expression to calculate Workdays & roll-up to start of pay period

Hopefully I'm posting this in the correct section. Regardless, I've got a database where the user types in a date in a particular field (Date Submitted to HR), and in my query, added an expression which adds 80 days to that date and generates the resulting date in my other column (On-Board Date). At this point, the Expression looks like this:

On-Board Date: [Date Submitted to HR]+80

I don't care about holidays being included in the calculation, I just need to get the weekends out of the mix.

To make things more difficult, I then need to have that date roll-up to the next start of the pay period. The pay periods start every other Sunday, and so for example, if the date above showed 09/07/16, it would need to roll-up to 09/18/16.

Thank you for any assistance you can provide. I'm really stuck on this.
