Query Criteria Multivalue field

I have a table with a multivalue field. I'm trying to design a query that will return records that match the criteria. I'm getting no results. Attached are screen shots of the query without criteria and the design with criteria. I've also tried putting Like in the criteria field. Any help would be appreciated.

Most serious developers will tell you to avoid multi-valued fields. Use proper normalized design.

The criteria has to be the associated ID and not the Display Value
