Yep.Guessing it is the way I formatted it.
So I started by going into report design view and setting different background colors for different controls and report sections. Set the alternate background color to none. Then I switched to print preview. Sure enough, only one record displayed per page. Back to design view.
In poking around ( I guess it should be "clicking") the report, I noticed that the control named "Court"... gasp! ... had a layout!
The fix:
Select the control "Court", right click, go down to "Layout" and select "Remove Layout". Save the report.
Now two records appear on the report.
I also open the form properties, selected the format tab, and set the "Allow Layout View" to NO. Do this in ACCESS OPTIONS also.

I saw the layout in the original post but didn't think it would be an issue (you can see the dotted lines that encompass the layout group). I've never had the problem because I friggin hate the layout that Access creates when using a wizard. I ALWAYS remove it 'cause it's a pain, so I've never hit that roadblock! Thanks Steve.
