Im trying to do floating alert dates and email and it not working

I am creating a database where if the user borrows a tool from a toolbox he will enter a date on when he will return it. If he is one day late after the return date he will get an alert when ever he logs in. If he is two days late an email alert will be sent to the management. All the books I have read and videos I have watched just show you how to set alerts on pre-set dates. I need these done on floating dates. meaning the alert will not be set for every thirty days or two weeks, it needs to be done on random type dates. Say an employee takes out a two has sets a return date a day from now and he is a day late...How would you set this up? please help.

I would start by creating a query. Have the query retrieve records that have a promise date and are active. In other words, if a tool has not been returned yet that record is 'Active'.
